I have the honour to inform Your Excellency
that on account of the measures recently taken by the
Canton Authorities to suppress piracy in the Delta it
is believed that a number of undesirable characters
may have taken refuge in rongkong or Macao.

Arrangements have accordingly been made at
the request of General Li Fuk Lam, Commissioner of Police
at Canton which will ensure the fullest co-operatim
between his representatives and the Hongkong Police For-
ce, and it is suggested that a similar understanding be-
twenn General Li and the Police Authorities in Lacao would
prove of great assistance in suppressing brigandage.
3. May I therefore express the hope that in tue
event of a similar request being received by you from
General Li Your Excellency will accord it your most
favourable consideration and thus nerve the common inte-
reste of Macao, hongkong and China.
